KATHMANDU: Various organisations and stakeholders have welcomed the passage of the Caste Discrimination and Practice of Untouchability (Crime and Punishment) Bill, 2011 by the Legislature-Parliament.
The National Dalit Commission and the United Nations Office of the High Commissioner for Human Rights (OHCHR)-Nepal have welcomed the move saying that the endorsement of the bill under the consideration of the Legislature-Parliament over the last two years will provide relief to the Dalit community.
The bill passed by the Parliament has provisions which among other things prohibit the practice of discrimination based on caste and the practice of untouchability in public places, increase the level of punishment against the persons guilty of promoting racial discrimination, the perpetrators providing compensation to the victims and the act of inciting caste discrimination as criminal offence.
Similarly, central member of the Nepali Congress, Min Biswokarma expressed the view that the passage of the bill will provide relief to the people of the Dalit community who have been victimized due to the caste discrimination. He stressed on full implementation of the bill.
CA member of the UCPN-Maoist and chairman of the Parliamentary committee on international relations and human rights, Padma Lal Biswokarma said the bill has come as an important instrument towards banishing the different kinds of racial discriminations prevalent in the country.
Alternative central member of the CPN-UML Chhabilal Biswokarma said the initiatives they had started since long have finally paid off.
The meeting of the Legislature-Parliament on Wednesday had unanimously passed the bill.
